How do Facebook ads for doctors work?
Facebook ads for doctors work best as specialty ads: one campaign per service, a clear booking path, and copy about the treatment, never about the reader’s health. Since January 19, 2022, Meta no longer offers detailed targeting options tied to health causes, so you reach patients through location and creative, not through a condition. Meta’s policy on personal attributes rejects “Do you have diabetes?” and accepts “New diabetes treatment available”. Its Health and Wellness policy requires 18+ targeting for cosmetic procedures and bans claims that a listed incurable disease, such as diabetes or cancer, can be cured. On the data side, Meta can categorize a website as Health and wellness and restrict what it receives, and HHS says trackers on the appointment, symptom checker or patient portal pages of a HIPAA covered practice can disclose protected health information. A federal court vacated one part of that guidance in June 2024.

What targeting is left for medical practices?
On November 9, 2021, Meta announced that from January 19, 2022 it would remove detailed targeting options relating to topics people may perceive as sensitive, including health causes. Its own examples were “Lung cancer awareness”, “World Diabetes Day” and “Chemotherapy”.
What remains are the tools Meta pointed to at the time: location targeting around the practice, engagement custom audiences built from people who interacted with your Page or videos, website custom audiences, and lookalikes built from them. A patient list is health data, so talk to your privacy officer before you upload one as a customer list.

Both lines are Meta’s own examples: the rejected one implies the reader’s condition.
Meta’s Health and Wellness policy also bans claims that any of these diseases can be cured: diabetes, herpes, thyroid disease, psoriasis, Ebola, cancer, autism, Alzheimer’s, Parkinson’s, ALS and HIV. The ban does not cover claims about treating or managing their symptoms, and it applies even when the claim comes from a health professional.
What does HIPAA say about the Meta Pixel on a practice website?

When HIPAA applies, HHS says every disclosure to a tracking vendor must be permitted by the Privacy Rule, a vendor that is a business associate needs a business associate agreement, and a cookie banner is not a valid HIPAA authorization.
On June 20, 2024, the U.S. District Court for the Northern District of Texas vacated the part of the guidance that treated an IP address plus a visit to a public page about specific health conditions or providers as enough to trigger HIPAA (American Hospital Association v. Becerra). On September 24, 2026, the HHS page still showed that notice and said HHS was evaluating its next steps.
How do you measure bookings without sending health data?
Meta limits what health websites can send on its own side: in Events Manager, it can assign a website or app to the Health and wellness category, which covers sources associated with medical conditions, provider and patient relationships or telemedicine, and that category comes with data sharing restrictions. Check the category Meta assigned to your site.
