When you create a campaign with Advantage+ audience, Meta splits your targeting into two kinds of settings. Audience controls are hard limits: locations, minimum age, languages and custom audiences to exclude. Your ads never go outside them, unless you tick the option to reach more people likely to respond. Audience suggestions are hints: age, gender, detailed targeting and custom audiences to include. Meta starts with the people you suggest, then shows your ads to others when its AI expects better results, but always inside your controls. So if you suggest women, men may still see the ad. When reaching a precise group matters more than performance, Meta lets you further limit your audience and turn age, gender, detailed targeting or custom audience inclusions into controls. Campaigns in a Special Ad Category, such as housing, employment, financial products or politics, cannot use Advantage+ audience at all.

What are audience controls and audience suggestions?
They are the two halves of targeting in a campaign that uses Advantage+ audience. Audience controls decide who is allowed to see your ads, and Meta treats them as rules. Audience suggestions describe who you think will respond, and Meta treats them as a starting point it may go beyond.
Meta’s help page frames it as three goals. If you want to limit who can see ads in one campaign, use audience controls. If you want to guide Meta toward a preferred audience while keeping the best performance, use audience suggestions. If some people should never see ads from your account at all, use the ad account settings, which apply to every campaign.
The logic behind it: Advantage+ audience uses Meta’s AI to find your audience from signals such as past conversions, Meta Pixel data and interactions with previous ads. Controls fence the field. Suggestions tell the AI where to start looking inside that field.

Which settings are audience controls?
Four settings are audience controls: locations, minimum age, languages and custom audiences to exclude. Meta says to use them when some people should not see your ads, for legal, geographic or business reasons. Your ads stay inside these limits for the whole campaign.
Locations come with one switch to watch. Meta will not target beyond your locations unless you select Reach more people likely to respond to your ads. Leave it off if you truly cannot serve people elsewhere.
Example. You run a home cleaning service that only works in California. Set California as a location control, and leave the reach option off. A visitor from Nevada is outside your control, so your budget does not go to them.
Minimum age is the same idea for legal age limits, for example a product you can only sell to adults. Excluding a custom audience, such as your current customers, keeps a prospecting campaign from paying to reach people who already bought.
What can you put in audience suggestions?
You can suggest age, gender, detailed targeting such as interests and behaviors, and custom or lookalike audiences to include. Meta shows your ads to people who match the suggestion, and to other people when that is likely to improve results. A suggestion never sends ads outside your audience controls.
Meta’s own example is clear: if you suggest the gender Women, your ads could also be delivered to men if Meta’s AI finds them likely to respond. The page says it plainly: suggestions don’t always constrain your audience.
Example. You sell a skincare kit and believe women aged 25 to 40 are your best buyers, but you are open to others. Suggest that group. Meta starts there, and if men aged 30 to 45 convert at a lower cost, it can spend on them too, still inside your locations and languages.
This is why results by age or gender sometimes surprise advertisers. It is not a bug: the suggestion did what Meta says it does.

How do you turn a suggestion into a hard limit?
Select Further limit your audience, or Further limit the reach of your ads, then pick age, gender, detailed targeting or custom audience inclusions as audience controls. You may have to untick the box Use as a suggestion. From then on, Meta treats that setting as a rule, not a hint.
Meta presents this as a trade-off. Do it when reaching a specific audience matters more to you than getting the best performance. A tighter audience gives the AI less room, which can raise your costs.
Good reasons to lock a setting: your offer is only relevant to one gender, a partner contract requires a precise age range, or you are testing a message written for one segment and need clean results. A weak reason: a hunch about who buys. Keep hunches as suggestions and let the results speak.

Where do value rules fit in?
Value rules are a third tool, for when some people are worth more to your business. Instead of limiting or suggesting an audience, you tell Meta to bid more or less to reach a group. Meta lists age, gender, location, mobile operating system, device platform, placement and conversion location as the criteria you can adjust.
Meta’s example: if women in California are more likely to make repeat purchases, you can set a value rule to bid 25% more for them. Meta also suggests trying a 50% increase for a higher value audience and comparing the results with a campaign that has no value rules.
For Special Ad Category campaigns, Meta notes that age, gender and locations are restricted. They may look selectable when you create the ad, but choosing them leads to an error and a rejected ad.
Which campaigns cannot use these settings?
Campaigns in a Special Ad Category cannot use Advantage+ audience. That covers ads within Meta’s policies on financial products and services, employment and housing, plus ads about social issues, elections and politics. Without Advantage+ audience, the controls and suggestions described here do not apply.
These campaigns follow their own, narrower audience rules. If you advertise a loan, a job or an apartment, read Meta’s pages on Special Ad Categories first, then build the audience within those limits.
Everyone else can use both settings. Meta’s Advantage+ audience page recommends A/B testing it for almost all campaign types, except retargeting.
