Meta caps how many ads a Facebook Page can have running or in review at the same time. The cap depends on the Page’s highest monthly ad spend since September 2019: 250 ads for Pages under $100K, 1,000 ads under $1M, 5,000 ads under $10M, and 20,000 ads at $10M or more. The limit is per Page, not per ad account, and it applies worldwide in every industry. Meta’s reason is performance: when a Page runs too many ads at once, fewer of them exit the learning phase and more budget is spent before delivery is optimized. Tier upgrades happen automatically, usually 2 to 3 days after the qualifying spend, and you cannot ask for a higher limit. If you go over, you cannot run more ads or publish edits until you are back under the limit, and you may see error 3253001. The fix is to turn off or delete ads, or to combine them.

What are ad limits per Page?

Ad limits per Page are a cap on how many ads one Facebook Page can have running or in review at the same time. They apply globally, whatever your industry or category. Every ad you create is tied to a Page, the one you pick in the Identity section of Ads Manager, so every ad counts toward one cap.

Meta’s reason is performance. Each time an ad is shown, the delivery system learns more about who to show it to. When a Page runs too many ads at once, each ad delivers less often, fewer ads exit the learning phase, and more budget is spent before results are optimized.

Meta adds that advertisers of every size can still use thousands of creatives. The limit pushes you to use tools that pack many creatives into fewer ads, rather than one ad per variant.

How many ads can your Page run?

It depends on the Page’s highest spending month since September 2019. Meta sets four tiers: 250 ads for Pages that spent less than $100K in their best month, 1,000 ads under $1M, 5,000 ads under $10M, and 20,000 ads for Pages that spent $10M or more in a single month.

Upgrades are automatic. They usually happen 2 to 3 days after the Page spends the qualifying amount, and the spend must fall within one calendar month, such as January 1 to January 31. Meta’s example: a Page that reaches the amount on March 16 moves up around March 18 or 19.

You cannot ask Meta to raise your limit. The only path up is the spend tier. To see your limit, open the Ad Limits Per Page tool from the Meta Business Suite menu. When a Page is within 20% of its limit, the Ad limits per Page tab in Account Overview also shows it, with ways to cut volume.

Which ads count toward the limit?

Every ad that is running or in review for the Page counts, whichever ad account created it. The ad counts for the Page you select when you create it. Scheduled ads do not count until it is time for them to run, so a calendar full of future ads does not use your limit today.

One ad stays one ad, even with many creatives inside. Meta counts each dynamic creative ad, each Advantage+ placements ad and each Advantage+ catalog ad as just one ad, however many creatives it uses.

Example. A fashion store with a 250-ad limit runs one ad per product photo and hits the cap. With one Advantage+ catalog ad for the whole catalog instead, the same products use a single slot.

What if several ad accounts advertise for the same Page?

They share one limit. Meta applies a single ad limit per Page, not per ad account, business or person. Every running or in-review ad for the Page, from any account, counts toward it. An agency and the brand’s own team, advertising for the same Page, draw from the same pool.

To stop one account from using the whole limit, or blocking the others, people with full control of the Page can set additional ad limits for partners and people in the Ad Limits Per Page tool. If the Page is in a business portfolio, only people with full control can set them.

An ad account with its own limit sees the maximum number of ads it can run for the Page in the Ad limits per Page tab, in Account Overview in Ads Manager. The same figure is in the Ad Limits Per Page tool.

What happens when your Page goes over the limit?

You cannot run more ads, and you cannot publish edits to existing ads, except turning them off, until your ad volume is back under the limit. That freeze covers every ad account using the Page, so one busy account can block edits for everyone else.

Creating a second Page to get around the cap is a bad idea, says Meta. Separate Pages chasing the same people bid against each other in the auction, which raises your costs. Results split across Pages, so the system learns less and conversion rates can drop. And you have more public Pages to keep up.

How do you fix error 3253001?

Error 3253001 tells you that your ads cannot run because the ad limit has been reached. If the Page itself is over, open the Ad Limits Per Page tool to see how many ads are over, delete or turn off enough ads to get under the limit, then turn back on the ads that showed the error.

If you hit a limit set for your account by someone with full control of the Page, there are two paths. A Page owner can open the tool, select the Page, click Edit, raise your account’s share and lower others so they add up to the Page total. Anyone else must turn off or delete ads in Ads Manager.

Three other cases exist. If you are not over the limit, the error may be old, from ads that ended or were deleted, and turning your ads back on can clear it. If your limit was set to 0, you cannot run ads for that Page until it is raised. And without Ads access to the Page, you may be blocked from publishing.

How can you run fewer ads without testing less?

Meta’s page on managing ad volume warns that too many ads at once can lead to worse performance. Its first advice is to combine ad sets, so they collect enough conversions to exit learning sooner. Use breakdowns in reporting instead of one ad set per audience, and larger areas instead of many small ones.

Inside each ad, pack the variants. One ad can hold up to 10 creative assets. Multiple text optimization tests text variants in one ad. Advantage+ placements with asset customization replace one ad set per placement, and one ad set can target several languages. Meta notes that since June 2024 dynamic creative may be unavailable for sales or app promotion objectives, and recommends the flexible ad format instead.

Meta also points to industry tools: Advantage+ catalog ads for many products, store location features for several shops, and dedicated ads for real estate and vehicle inventory. Each lets you promote a large range with fewer ads.
